It is necessary to avoid dangerous parallel lines of action&rdquo;, Kaljurand emphasized. &ldquo;Terrorism must be given a global, integrated and consistent response. Only in the case of close and carefully coordinated cooperation of countries and international organizations, is it possible to achieve lasting results,&rdquo; she said.</p> <p>According to the Foreign Minister, it is clear that achieving long-term stability in the Middle East and North Africa is only possible by resolving disputes between non-extremist political, ethnic and religious groups. &ldquo;The key to an effective fight against ISIL and other extremist opponents lies in achieving a political solution to the conflicts in Syria, Libya and Yemen. Approximately 70 small countries have not yet been members of the UN Security Council.</p> <p>Nepal's Foreign Minister gave an overview of recent developments in the country and relations with neighbouring countries.</p> <p>At her meeting with the Foreign Minister of Moldova Natalia Gherman, Foreign Minister Marina Kaljurand stressed the importance of implementing reforms when speaking of Moldova&rsquo;s integration with Europe. &ldquo;There is a need to focus on the fight against corruption, reforming the justice system and improving the business environment,&rdquo; Kaljurand said. &ldquo;None of these reforms are easy, yet they are necessary for Moldova on its road to the European Union,&rdquo; she added, confirming Estonia's support for Moldova's EU integration.</p> <p>The Foreign Minister of Moldova gave an overview of the progress of reforms and recent developments in the country.</p> <p>Kaljurand also pointed out the importance of implementing the EU-Moldova Association and Free Trade Agreement. &ldquo;Estonia supports Moldova in development cooperation through the exchange of experiences that contribute to facilitating integration in the EU,&rdquo; she added.</p> <p>Meeting with the Foreign Minister of Bosnia and Herzegovina Igor Crnadak, they discussed cooperation in the UN and other international organizations, including the mutual support of candidatures in the United Nations and intensifying economic relations.</p> <p>The Foreign Minister also met with Norwegian Foreign Minister Vidar Helgesen, with whom opportunities for bilateral digital cooperation, the implementation of joint projects in Eastern Partnership countries, and Norway&rsquo;s financial mechanisms were discussed.</p> <p>Today, on September 30, Foreign Minister Kaljurand plans to meet with the Foreign Minister of El Salvador Hugo Martinez, to discuss cooperation in the UN, including mutual support of candidacies and reforming the organization. The potential for cooperation in the field of cyber security will also be discussed. Next year, Estonia will serve with the United States as co-chair of Lifeline.</p> <p>Estonia will take over as co-chair of the Fund from Norway. Foreign Minister Marina Kaljurand said this serves as a recognition of Estonia&rsquo; activities and its contribution to the promotion of democracy and the development of civil society. &ldquo;We consider the role and contribution of civil society to be of great importance from the standpoint of the country&rsquo;s general development, as well as its democratic development,&rdquo; Foreign Minister Kaljurand said, highlighting the importance of the Lifeline Fund&rsquo;s global reach.</p> <p>Kaljurand stressed the importance of the support and ancillary services offered by the fund to CSOs operating in difficult political situations. &ldquo;Despite daily persecution and violence, these people are committed to work for the benefit of society,&rdquo; Kaljurand said. &ldquo;This fund creates additional opportunities for tangible steps towards the promotion of human rights and freedom of expression, which are essential for the development of a peaceful and inclusive society,&rdquo; the Foreign Minister said.</p> <p>Estonia has been associated with the Lifeline Fund since the beginning of this initiative, and has supported activities in Estonia&rsquo;s development cooperation target countries during the years with a total of 80 000 euros. &ldquo;We will continue to support the activities of the fund,&rdquo; the Foreign Minister said.</p> <p>Lifeline, the Embattled Civil Society Organizations (CSOs) Assistance Fund was launched in 2010 at the initiative of the United States Secretary of State, Hillary Clinton. Its aim is to assist CSOs and the people working for them in difficult political conditions in developing countries, providing additional protection for victims of government power persecution.</p> <p>Foreign Minister Marina Kaljurand also attended the high-level Solution Summit event held within the framework of the opening week of the UN General Assembly, which focused on the use of technological possibilities for promoting sustainable development. We hope that signing this agreement will contribute to intensifying contacts between Estonian and Vietnamese entrepreneurs,&rdquo; Foreign Minister Kaljurand said. The Foreign Ministers also discussed possibilities for cooperation in the field of ICT.</p> <p>They also spoke about cooperation in international organizations and the possibilities of mutually supporting each other's candidacies. Estonia and Vietnam are both candidates for the UN Security Council for the period 2020-2021.</p> <p>The Foreign Minister of Vietnam gave an overview of recent developments in the South China Sea.</p> <p>Foreign Minister Kaljurand met in New York with the Foreign Minister of Armenia Edward Nalbandian and the Foreign Minister of San Marino, Pasquale Valentini. The Foreign Ministers called on Russia to fulfil its international obligations, to immediately release Eston Kohver and ensure his safe return to Estonia.</p> <p>Regional defence cooperation has been increasing in importance Kaljurand said, since threats to Europe originating from the south and east are affecting the Nordic and Baltic countries. &ldquo;Russia's continued aggression in Ukraine, instability and violent extremism in other crisis areas, and the consequent migratory pressures from the south are all challenges to European security,&rdquo; the Foreign Minister said. &ldquo;In tackling these security challenges, NATO is of key importance in guaranteeing our security, but the solidarity and intensified cooperation of the Nordic and Baltic countries also has a great role to play,&rdquo; she added.</p> <p>While discussing the situation in Ukraine and Russia&rsquo;s continued aggression, the Foreign Ministers emphasized the importance of implementing the Minsk agreements. &ldquo;Since Russia is not fulfilling its international obligations, we must continue with the European Union's united policy, including sanctions,&rdquo; Foreign Minister Kaljurand added.</p> <p>The Foreign Ministers stressed the importance of the activities of the OSCE special mission in Ukraine, and expressed concern over the increase in violence against observers. &ldquo;Observers must be ensured security and freedom of movement, so that they can contribute to the restoration of peace and stability in Ukraine,&rdquo; Foreign Minister Kaljurand added.</p> <p>The migration crisis and the various options with which to adequately respond were discussed thoroughly by the Foreign Ministers. On the topic of migration pressures from Europe's southern neighbourhood, Foreign Minister Kaljurand emphasized the need to pay more attention to the root causes of the situation in non-member countries. &ldquo;It is important to contribute to the improvement of the political and humanitarian situation, as well as to the restoration of stability in the refugees&rsquo; countries of origin and transit areas. Once again, the Foreign Minister stressed the need to promote both bilateral and multilateral cooperation in the field of cyber security, highlighting the practical day to day cooperation between information security specialists from various countries, as well as the opportunities offered by the NATO Cyber Defence Centre in Tallinn.</p> <p>With the support of Microsoft and Siemens, the Baltic Development Forum initiated the regional ICT development think-tank &ldquo;Top of Digital Europe&rdquo; in 2014. Also under discussion were the expansion of WTO membership and the accession of Estonia&rsquo;s major trading partners, Russia and Kazakhstan to the WTO, as well as making the work of the WTO&rsquo;s dispute settlement mechanisms more effective.</p> <p>Ambassador Andre Pung confirmed Estonia's desire as a country favouring liberal trade, to reach a successful conclusion with the DDA trade-negotiation round. Director-General Azev&ecirc;do estimates that the next weeks will be crucial regarding DDA negotiations and by the beginning of October, it will become clear what agreements can be reached at the Nairobi Summit.</p> <p>Ambassador Pung stressed that Estonia has closely followed the accession of trading partners important to us within the multilateral rules-based trading system. According to the WTO Director-General, the new members have become well engaged within the work of the WTO, but the enlarged membership has also increased the number of disputes within the WTO dispute settlement mechanism, resulting in the organisation needing to direct additional resources to deal with this need.</p> <p>Ambassador Andre Pung was born on March 28, 1970 in Tartu. He graduated from Tallinn University with a degree in instrument engineering. Andre Punk has worked at the Ministry of Foreign Affairs since 1993, when he began working at the External Economic Policy Department. In the years 1996 to 1999, Andre Pung was an economic diplomat at the Estonian Embassy in Riga and from 1999-2001, he was the Director General of the Foreign Ministry&rsquo;s External Economic Policy Department. During the period 2001 to 2005, he served as the Estonian Consul General in St. Petersburg. Between 2006 and 2010, Andre Pung was the Estonian ambassador to Ireland. Today, countries admit international law applies in cyber space as well. Discussions are underway on how exactly to regulate behaviour in cyber space. At the strategic communications conference organized by the centre of excellence, Kaljurand emphasised that with the changes in the security situation, the importance of communication has also increased. &ldquo;NATO has to be ready to take action not only in crisis situations, but also be effective in peace times and more persistent in explaining its actions to the public,&rdquo; the Foreign Minister stated.</p> <p>According to Kaljurand, it is important that member states of NATO worked together for the sake of effective strategic communication. &ldquo;Strategic communication is not anything special or new, but it has always simply been a part of every kind of political decision.&nbsp; Every political step has a communicative effect and this has to be taken into account.&rdquo; At the conference, NATO&rsquo;s ability to defend itself when its societies are attacked with false information or manipulation was touched upon several times. &ldquo;When confronting false information or swaying campaigns by extremists, it is important that Western countries spoke with one voice and delivered clear messages. Kaljurand explained that the Eastern threat is characterized by Russia&rsquo;s continued aggression in Ukraine and a noteworthy intensification of the country&rsquo;s military activity. &ldquo;The situation in Eastern Ukraine continues to be strenuous; the number and intensity of violations has gone up throughout the length of the line of contact. Bombings and use of heavy weaponry on the line of contact are the most energetic in six months as from the battle at Debaltseva in February this year,&rdquo; Minister of Foreign Affairs Marina Kaljurand noted. &ldquo;We, our partners and allies condemn this re-escalation initiated by Russia and call on Russia to adhere to the Minsk agreements,&rdquo; the Minister added. &ldquo;If necessary, the European Union must stand ready to step up the sanctions applied to Russia,&rdquo; stressed Kaljurand.</p> <p>Speaking of threats originating from Southern Europe, Foreign Minister Kaljurand noted that such dangers are foremost connected to Islamic terrorism and related violent extremism (such as ISIL), a consequence of which is migration-related stress on Europe. The Minister of Foreign Affairs explained that in combating illegal migration, it is important to attend to the underlying reasons of illegal and forced resettlement in third countries. At the same time, the Foreign Minister acknowledged European Union&rsquo;s efforts in this respect, underlining the recently launched EUNAVFOR Med military operation.</p> <p>Kaljurand commended Federica Mogherini on a successful contribution to the Iran nuclear negotiations. &ldquo;The nuclear agreement signed with Iran serves as proof that European Union diplomacy and multilateral diplomatic efforts can lead to a peaceful solution. The nature of disasters has changed. Humanitarian aid no longer only means an urgent, short-term response; most crises last for a number of years and are recurrent. At the same time, with man-made crises, it is important to find a political solution as additional funding as a sole tool will not stop humanitarian catastrophes,&rdquo; she added.<br><br> Humanitarian crises have far-reaching consequences. As of today, natural disasters and man-made crises have forced more than 60 million people to leave their homes. The average time spent in a foreign state as a refugee is as long as 17 years.<br><br> Kaljurand says that next to disaster response, crisis prevention is gaining in significance as well as improvement of the resistance capacity of states and a smooth transition from humanitarian aid to development cooperation. &ldquo;Rebuilding a country after a disaster is a great challenge requiring development measures next to immediate emergency aid. The two cannot be viewed as two separate processes.&rdquo;<br><br> Estonian humanitarian aid to other nations, provided with the objective of saving lives and helping victims of natural and man-made disasters alike, has increased year by year. In 2011 &ndash; 2014, the Ministry of Foreign Affairs allocated 7.8 million euros of its budgetary means to humanitarian aid. Central aid receivers include the most vulnerable social groups and long-term crises next to acute emergencies. In 2015, Estonia has provided humanitarian aid to crises hot spots in Ukraine, supported Syrian refugees in Jordan and Iraq, and contributed to coping in Gaza. Furthermore, support has been given to Ebola prevention in Western Africa as well as to Nepal and Vanuatu island states as countries suffering from natural disasters.<br><br> The Ministry of Foreign Affairs acknowledges all of the Estonian people that have contributed to the good of those in distress.&nbsp;&nbsp;<br><br> This year&rsquo;s World Humanitarian Day calls on people to act for a more decent and humane world, learn from the stories of communities suffering from humanitarian crises, and place value in their humanity, will to survive, and right to a decent life.<br><br> This year, UN humanitarian aid organizations endeavor to reach a total of 78.9 million people in need of help in 37 countries. The total number of calls for help has doubled in the past ten years.<br><br> In relation to global challenges and changed conditions in the world, a new approach is required to successfully manage the ever-increasing humanitarian challenges. In May 2016, the very first World Humanitarian Summit is held in Istanbul, focusing on adjusting the humanitarian aid system to the expanding emergency needs, and asserting humanitarian principles such as humanity, impartiality, independence, and neutrality. We call on Russia to immediately release Eston Kohver,&rdquo; emphasized Foreign Minister.</p> <p>Kaljurand added that there has been no fair administration of justice in the proceedings concerning Eston Kohver . &ldquo;Our consul was not allowed to be present at the hearings and Eston Kohver was deprived of adequate legal aid,&rdquo; said Foreign Minister Kaljurand. &ldquo;We demand that Russia act by its international obligations, release Eston Kohver and guarantee his safe return to Estonia."<br><br> According to Foreign Minister Kaljurand, Estonia is very grateful to its allies and partners who have supported Estonia and raised the issue of Eston Kohver in international organisations and bilaterally with Russia. &lsquo;Together with our allies and partners, we intend to keep up international pressure until Eston Kohver is released and has returned home to his family,&rdquo; she added.<br><br> Today, on 19 August, the Pskov regional court rendered a judgement of conviction against Eston Kohver and sentenced him to 15 years in prison.
